How the Science of Reading Is Finally Changing How Schools Teach Phonics

For decades, American reading instruction operated on a foundation that wasn’t supported by the best available science — and this wasn’t a small or obscure failure. The reading wars, as they’ve been called, pit whole-language and balanced literacy approaches against systematic phonics instruction, with whole-language and its descendants dominating classroom practice in many states for much of the 1990s through 2010s. Why Classrooms Didn’t Follow the Science
If the science has been clear for over twenty years, why did so many classrooms continue using approaches the science didn’t support? The answer involves a confluence of factors that reading researchers, education historians, and policy analysts have documented: ideological capture of reading instruction training programs, influential programs with commercial backing (Fountas and Pinnell’s leveled reading program, Lucy Calkins’ Units of Study) that weren’t consistent with the science but were widely adopted, inadequate pre-service training for teachers, and — critically — the persistence of practitioner beliefs that were formed before the scientific consensus had fully developed.
Teachers who trained on whole-language or balanced literacy approaches and had years of classroom experience often believed those approaches worked. The children who succeeded in their classrooms were visible; the children who struggled were often attributed to learning differences rather than inadequate instruction. The students for whom good phonics instruction would have made the difference — particularly students from lower-income households without extensive pre-literacy experiences, and students with mild phonological processing difficulties that systematic phonics instruction can overcome — were the ones least likely to have their outcomes attributed to instructional methods.
The commercial reading program ecosystem reinforced the status quo. Widely-used programs were built on approaches that weren’t consistent with the science, and publishers and professional development providers had significant financial interests in the continuation of those approaches. The scale of change required to shift to evidence-based curricula was large, and the institutional inertia was significant.
What’s Actually Changing Now
The pace of change in reading policy accelerated dramatically in the early 2020s, driven by high-profile journalism (Emily Hanford’s “Sold a Story” podcast investigation into the reading curriculum industry), growing advocacy from parents, and legislative action in states that moved faster than others.
As of 2026, over 40 states have passed legislation or adopted policies requiring evidence-based literacy instruction in K-3 classrooms, with many requiring screening for reading difficulties and structured literacy intervention. The implementation quality of even evidence-based curricula depends heavily on teacher understanding and commitment, which requires ongoing professional learning rather than just textbook replacement.

What This Means for Parents
Parents navigating the current landscape can do several things. Understanding what evidence-based early reading instruction looks like helps evaluate whether your child’s school is using effective approaches: systematic phonics taught in a defined scope and sequence, phonemic awareness instruction in kindergarten and first grade, decodable texts that match children’s current phonics knowledge rather than relying on memorization, and explicit instruction in phonics patterns rather than expecting children to infer them from context.
If a child struggles with reading, early identification and structured literacy intervention — rather than waiting for children to “develop” or “catch up” — is consistent with the evidence. Dyslexia and reading difficulties often respond well to evidence-based instruction that wasn’t previously provided, even for older students. Structured literacy tutoring using programs like Orton-Gillingham or its derivatives provides the systematic, explicit phonics instruction that many students need but didn’t receive.
The science of reading shift represents one of the clearer cases in recent education history where decades of research has finally moved the needle on practice — not immediately, not uniformly, but at a pace and scale that is genuinely changing what happens in classrooms. The gap between what research showed and what classrooms did for most of the past thirty years was genuinely consequential for millions of children’s literacy outcomes. The work of closing it is not complete, but it is underway.
